I have used PSP 9, but this can be done in any version.
** Note ** If you are using 7, you will need to hold your shift key on your keyboard down if you wish to select more than one section.
There are many tutorials and ways to glitter graphics and text. This is just one way using noise.
If you want to animate text, then follow the instructions below leaving out the point to point selection.
Just type whatever you wish and keep the text selected.
Open a graphic or tube and duplicate it and close the original.
Resize your tube or graphic to a size that suits you and make your tag or stat as you would normally.
Once you are finished and have merged all your layers and have your finished tag or stat ready to save,
then you can decide which part you wish to animate
(keep in mind that the larger the area you animate, the larger the final file size will be).
** Note ** Once you are ready to animate your text or tag, you cannot move any part of it or the animation will be jerky.
In order to keep it smooth we will duplicate layers, not copy and paste them.
Selecting Parts To Animate
Select the Freehand Selection Tool

Set to Point to Point and Mode to Add (Shift), Feather 0 Smoothing 0 and Anti Alias checked.
Carefully go around the part you have decided to animate by left clicking.
When you have clicked your way around and you reach the point where you started,
right click to close the selection . I have chosen the lips to animate.
As long as you've used the Add (Shift) Mode, you can choose another portion as well.
Just use the same method of clicking around an area and right clicking to close it when you've finished.
Now duplicate the layer by right clicking on your layer in the layer palette and choose duplicate
or click on Layer on your toolbar and click Duplicate.
Duplicate again. Your layer Palette should look like below.
Make sure you still have your selection and click on the eye of the top two layers to close them off.
Highlight your bottom layer and go to Adjust/Add/Remove Noise/Add Noise.
Use the setting of Gaussian 15 with Monochrome checked. Click OK.
Highlight the middle layer and click on the eye to make it visible. Repeat Add Noise but change the Noise to 20. Click OK
Highlight the top layer and make it visible. Repeat the Noise again but change the Noise to 25. Click OK
** Note ** When you add the noise you can adjust the amount you use according to your taste. I have used 15, 20 & 25,
but if you wish to make the animation look stronger, increase the noise. You could use 25, 30 & 35 for example.
Test and play. You’ll come up with something to suit you.
Select none and save your graphic. Make sure all layers are visible.
** Note ** Remember when you save to make sure you are saving as PSP 6 or 7 compatible or Animation Shop will not recognize the file. File/Save as - You will see a clickable box called Options at the bottom right of the popup box. Check save as PSP 6 and all your work will save that way and work with AS. You will only need to do this once as PSP will remember your preference.
Animation Shop
Open Animation Shop and open your saved psp file. You will see that there are three frames.
If you wish to resize your file, click Edit/Select All
Click Animation/Resize Animation and choose whatever size suits you.
All you need do now is click View in your toolbar and click Animation, or click the Animation icon
You will see your image glittering. Now you can save your Animation.
In this case I have used the default settings as My image already has a background and I do not need to worry about Drop Shadows and Optimizing further.
Click File/Save As and give your animation a name and click Save. Just click Next through the next settings until you get to Finish.
