This is what we'll be making:
I used PSP 9.01 for this

You will need a tube for this.
Frame
Open your tube in PSP. Duplicate it and close the original. Size the tube so that it's no larger than 400 pixels.
First you'll need to make your tube greyscale if it is coloured.
Image/Greyscale
Image/Increase Colour Depth/16 Million Colours
Edit/Copy
Open a transparent canvas 500 x 500 pixels
Flood fill #DEDEDE
Paste tube as a new layer.
Duplicate tube layer twice for a total of three layers.
Close the top two layers and working on the original layer
Adjust/Blur/Gaussian Blur - 15
Effects/Texture Effects/Mosaic-Antique
Duplicate this layer and mirror. Arrange the two layers side by side, but overlapping each other.
Close off the background layer and merge the two mosaic layers and duplicate the merged layer.
On the duplicated layer:
Adjust/Hue & Saturation/Colourize
Hue - 182
Saturation - 73
Reduce the opacity of this layer to 60% and change Blend mode to Dissolve.
Highlight 1st copy of the tube and make it visible.
Drop Shadow
Effects/Texture Effect/Sculpture:
Highlight top tube layer and give it the same Drop Shadow and reduce opacity to 60%.
Make sure background is still not visible and merge all other layers and make the background visible again. Crop around the mosaic area.
Add border 4 pixels symmetric Colour - #585179
Selection/Select All/Modify/Contract: Contract by 4
Effects/3D Effects/Cutout
Add border 40 pixels symmetric Colour - #585179
Selection/Select All/Modify/Contract: Contract by 40
Selections/Invert
We are going to FloodFill with the original tube
On the Material Palette, foreground, change to Pattern
Angle - 0
Scale - 30
Floodfill your selection.
Gaussian Blur - 15
Antique-Mosaic as before
Effects/3D Effects/Inner Bevel
Add border 4 pixels symmetric Colour - #585179
Selection/Select All/Modify/Contract: Contract by 4
Effects/3D Effects/Cutout, same as before.
Resize to mo more than 490 Pixels in height. Export as JPEG ready to put together in Letter Creator.
Tile:
We are going to make a brush of the tube for the tile. When you do this, please make sure you keep the original name of the tube.
File/Export/Custom Brush
Type in the name of the tube. Keep the default settings and click OK.
Opoen a new Transparent Canvas 350 x 350 and flood fill #585179
Now click on your Paintbrush and find the brush you just made.
On the same layer that you floodfilled, make sure your foreground is colour #DEDEDE click once with the brush in the centre of the canvas.
Effects/Image Effects/Seamless Tiling Default settings
Create a new layer and flood fill with the lighter colour and reduce the opacity to around 60%. Merge all layers and Export as a JPEG ready for Letter Creator.
